Opinions of the Yunnan Provincial People's Government on Promoting the Green Development of Yunnan Tea Industry


To the people's governments of all prefectures and cities, and all provincial committees, offices, departments and bureaus:


Yunnan tea industry is a superior industry, characteristic industry and key industry in Yunnan. In order to accelerate the quality improvement, efficiency enhancement and transformation and upgrading of Yunnan tea industry, by 2022, all tea gardens in the province will be green, the area of organic tea gardens will be the largest in the country, the green processing of tea will reach a first-class level, and the comprehensive output value of the tea industry will reach more than 120 billion yuan, the following opinions are put forward:


1. Strictly protect ancient tea tree resources


Carry out an in-depth survey of ancient tea tree resources, fully understand the distribution of resources, and establish an archive of ancient tea tree resources. With concentrated and contiguous ancient tea trees as the core, ancient tea garden (mountain) protection areas are delineated in combination with geographical climate, site conditions, product characteristics, historical traditions and other factors. The local county-level government shall formulate special protection measures, clarify management and protection responsibilities, carry out targeted protection of the protected areas, and implement key protection of representative plants. It is strictly forbidden to transplant and over-pick ancient tea trees, and it is forbidden to cut down ecological trees in tea gardens to protect the genetic diversity and uniqueness of ancient tea tree resources. It is strictly forbidden to dig sand and soil, destroy water sources, develop and construct, and discharge pollutants in the protected area to protect the natural ecological environment of ancient tea gardens (mountains). Standardize production, life, industrial development and other activities in the protected area to reduce man-made damage to ancient tea gardens (mountains). Study and formulate the "Yunnan Province Ancient Tea Tree Protection and Development and Utilization Regulations" to standardize the scientific protection and development and utilization of ancient tea tree resources and promote sustainable development.(Responsible units: Provincial Department of Agriculture and Rural Affairs, Forestry and Grassland Bureau, Department of Justice, and relevant prefecture and city people's governments)


2. All tea gardens are green


Improve inefficient tea gardens, and enhance the green production capacity of tea gardens through measures such as soil improvement, promotion of improved varieties, and improvement of facilities. Eliminate unqualified tea gardens, and withdraw from or switch to other crops in tea gardens that do not meet green requirements in terms of soil conditions and ecological environment. Improve planting methods, fully implement scientific formula fertilization, strictly prohibit the use of pesticides that have not been registered on tea, vigorously promote green prevention and control technologies in tea gardens, and realize green production in tea gardens. According to the topographical characteristics of tea gardens, create shelter forests and green protection barriers around tea gardens, plant shade trees in tea gardens, interplant excellent tree species, and build a green complex ecosystem in tea gardens. Increase green practical technology training so that professional cooperatives and tea farmers can basically master green production technologies. 3. Continue to expand the scale of organic tea gardens


On the basis of green tea gardens, comprehensively consider factors such as the production environment, production conditions, and the willingness of the business entity, and reasonably determine the construction area of the organic tea garden. In view of the problems with the site conditions of the tea garden, improve the production conditions such as water and soil. Vigorously promote green prevention and control technology, effectively control pests and diseases, and replace the use of chemical pesticides. Encourage the expansion of green manure planting, the use of farmyard manure and organic fertilizer, fertilize the soil, and replace the use of chemical fertilizers. According to the Yunnan Province "Technical Specifications for Organic Tea Production" (DB53/T614-2014), standardize the field production management process such as weeding, irrigation, fertilization, picking, and pruning. Guide tea garden operators to formulate quality manuals, prepare job instructions, and complete procedure documents to standardize corporate quality control processes. Establish a strict management mechanism for organic tea to ensure the steady improvement of product quality. By 2022, the area of organic tea garden bases in the province will reach more than 1.5 million mu, including 1.2 million mu of modern tea gardens and 300,000 mu of ancient tea mountains (gardens).(Responsible units: Provincial Department of Agriculture and Rural Affairs, Forestry and Grassland Bureau, Water Resources Department, Market Supervision Bureau, Poverty Alleviation Office, and relevant prefecture and city people's governments)


4. Comprehensive standardization of tea processing plants


Formulate the "Construction Specifications for Primary Tea Processing Plants in Yunnan Province" to standardize the environmental sanitation, processing technology, operating procedures, harvesting management, purchase and sales behavior, etc. of primary tea processing plants to ensure the quality of primary processed products. Promote primary tea processing plants to be equipped with rapid testing equipment to ensure the access to the quality and safety of fresh leaf raw materials. Encourage primary tea processing plants to innovate technology and establish their own process systems. Encourage primary tea processing plants to establish stable supply relationships with professional cooperatives and tea farmers. Promote primary tea processing plants to formulate primary processed product logos at the place of origin, assign labels for sales, indicate the source of fresh leaves, processing technology, quality characteristics, etc. of raw tea, and be responsible for the primary processed products produced and sold. 5. Improve the level of deep processing


Support enterprises to build and expand standardized deep processing production lines, and guide enterprises to develop Yunnan tea products. Standardize the standardized production process of Pu'er tea products, vigorously promote the innovation and technology promotion of the production process of famous and high-quality Yunnan red and Yunnan green teas, encourage the development of multiple tea products and the comprehensive utilization of tea tree resources, promote the construction of enterprise product processes and quality standard systems, standardize the production process, and enhance the Yunnan tea refining capacity. Increase the transformation and upgrading of deep processing facilities and equipment, and encourage enterprises to carry out standardized technical research on new processes, new products, and new packaging. Increase the processing proportion of fast-moving consumer goods, "flower and fruit" Pu'er tea, small packages and other products, expand the extraction and utilization of functional ingredients such as tea polyphenols, tea polysaccharides, and tea pigments, strengthen the research and development of tea beverages, tea pastes, instant tea, tea seed oil and other products, increase the innovation and development of tea health products, tea food, tea daily chemicals, etc., and promote the diversified development of product structure. Innovate the design and packaging concepts of tea products, use green design and green packaging materials, and meet the green life needs of the consumer market. Enterprises are encouraged to build Pu'er tea standard warehouses, and third parties are actively encouraged to build Pu'er tea "public warehouses". Strictly follow the procedures of warehouse entry inspection, warehouse exit inspection, full-process intelligent monitoring, and annual sampling inspection to ensure that the environment, year, quality, and product traceability are controllable, and scientific and standardized information storage is achieved. 6. Build a green Yunnan tea brand


Guide and support all regions to actively apply for and create geographical indication products based on the specific regions, unique natural factors and human factors formed by the distribution of ancient tea tree resource protection areas and modern tea gardens. Encourage tea primary processing enterprises to form primary tea brands based on the origin of fresh leaves purchased, unique production processes, product characteristics, etc. Encourage enterprises to establish a close interest linkage mechanism with tea primary processing institutes, professional cooperatives, and farmers, control the source of raw materials, strictly control product quality, increase product innovation, expand market sales, and build corporate brands. Support all regions to actively create regional brands, formulate brand management methods for their administrative regions, and strictly regulate and protect exclusive regional brands. Encourage and support tea companies to hold exhibitions and promotion meetings at home and abroad, carry out Pu'er tea cultural knowledge tours, increase media publicity, and expand brand influence and popularity. Guide and support all regions, relevant departments, enterprises, and society to form a joint force to consolidate and enhance the value of public brands. By 2022, the province will create more than 30 tea geographical indications and geographical indication protection products, focus on building 20 regional brands and 10 corporate brands, and make the three public brands of Pu'er tea, Yunnan black tea, and Yunnan green tea bigger and stronger.(Responsible units: Provincial Market Supervision Bureau, Department of Agriculture and Rural Affairs, Department of Commerce, Press Office, and relevant state and municipal people's governments)


7. Strict product quality control


Encourage and support local governments, scientific research institutions and enterprises to formulate and revise the Yunnan tea standard system, with a focus on establishing the Pu'er tea standard system, and give appropriate support to those included in the national standard series. Encourage and support the introduction of international and domestic authoritative certification agencies, increase certification efforts, and improve the credibility of Yunnan tea product quality. Establish and improve the quality supervision system of major tea-producing states, cities, counties, and districts, carry out risk detection and evaluation, and sample more than 1,000 tea samples each year to achieve full coverage of production, processing, and sales. Guide enterprises to establish enterprise standards, increase the promotion and application of standards, and improve the standardized production level of the tea industry. Strictly implement the main responsibility of tea production enterprises for quality and safety, guide leading enterprises at or above the provincial level to establish product quality inspection rooms, equip them with full-time inspectors, and conduct self-inspections of enterprise products. Increase the construction of a product quality and safety traceability system for the entire process of Yunnan tea production, processing, circulation, and sales, promote the promotion and application of the "Yunnan Tea Logo", implement product source coding and logo sales, and have products tested and traceable processes to improve consumers' trust in Yunnan tea products. 8. Strengthen major scientific and technological research


Relying on the breeding resources of the National Large Leaf Seed Resource Nursery, we will increase the selection and breeding of new Pu'er tea varieties that are special, disease-resistant, and stress-resistant, and improve the breeding system of fine varieties. Actively build a big data center for tea germplasm resources and create a public science and technology service platform for Yuncha. Carry out research on the use of Internet technology to build a green tea garden early warning mechanism and a comprehensive technical model for green tea garden management and production, and carry out research on the impact of tea garden biodiversity factors on the formation of environmental factors and tea quality, to provide technical support for accelerating the greening of tea gardens. Increase in-depth research on the fermentation mechanism of Pu'er tea probiotics, carry out research on the special effects of Pu'er tea functional ingredients, and enhance the support capacity of Pu'er tea basic theory. Carry out major technical research such as Pu'er tea professional storage technology system. Carry out research on key technologies for Pu'er tea green targeted food manufacturing. Increase research on the intelligent application of Pu'er tea processing equipment. Relying on the national and provincial tea industry technology system and experimental stations, promote the integration of production, learning, and research, encourage and support scientific research institutions and tea companies to establish academician workstations and expert workstations, and increase major scientific and technological research and technology applications for Pu'er tea.(Responsible units: Provincial Department of Science and Technology, Yunnan Agricultural University, Provincial Academy of Agricultural Sciences, and relevant prefecture and city people's governments)


9. Promote the deep integration of industries


Accelerate the construction of China Pu'er Tea Center, fully reflect the six functions of "display, trading, warehousing, experience, scientific research, and tourism", and build a world-class Pu'er Tea Museum. Increase investment promotion efforts, encourage internal and external links, resource integration, and shareholding cooperation to create a number of leading tea companies. Encourage and support all localities, industries, and tea companies to fully rely on tea resources, improve transportation infrastructure, and combine local natural scenery, ethnic customs, folk cuisine, etc. to create a number of tea-themed towns, beautiful tea villages, family farms, beautiful tea gardens, tea leisure and sightseeing theme parks, etc., to form tea culture tourism boutique routes with unique characteristics and promote the organic combination of tea and tourism. Guide tea companies to build tea experience venues, tea product display and shopping stores, tea culture bars, etc. in tea areas, spread Pu'er tea culture, expand tea functions, extend the industrial chain, and improve the comprehensive benefits of the tea industry. Accelerate the creation of a national rural industry (tea industry) integrated development demonstration park, solidly promote the construction of a national modern agricultural (tea) industrial park and a number of provincial modern agricultural (tea) industrial parks, and strive to create three tea industry tertiary industry integration demonstration zones to lay the foundation for promoting the integrated development of the tea industry. Promote the integrated development of the tea industry with medicine, logistics, health and other industries, and actively promote the deep integration of the tea industry with tea-related industries. By 2022, the province will select and recognize 100 beautiful tea villages and beautiful tea gardens, and 4 high-quality tea culture tourism routes; create 30 key counties with a comprehensive output value of more than 1 billion yuan in the tea industry, including one key county with an output value of 10 billion yuan and two counties with an output value of 5 billion to 10 billion yuan.(Responsible units: Provincial Development and Reform Commission, Department of Culture and Tourism, Department of Agriculture and Rural Affairs, and relevant prefecture and city people's governments)


10. Increase policy support


(I) Support the construction of green and organic tea garden bases. By adopting the method of "subsidy after obtaining the certificate", the provincial finance department will provide a one-time subsidy of 100 yuan and 200 yuan per mu respectively to tea garden operators with an area of more than 500 mu that have obtained green certification and organic certification from domestic and foreign certification institutions.(Responsible units: Provincial Department of Finance, Department of Agriculture and Rural Affairs, Market Supervision Bureau, and relevant state and municipal people's governments)


(II) Support green processing of tea. Before the end of 2019, the provincial finance will provide a one-time subsidy of 10,000 yuan for the rapid testing equipment of tea processing plants that meet the construction standards and pass the acceptance inspection, and encourage relevant prefectures, cities, counties and districts to increase their support for tea processing plants. In accordance with the relevant provisions of the "Yunnan Province Measures to Encourage Investment in Cultivating Leading Enterprises in the Green Food Industry (Trial)" (Yun Cai Gui [2018] No. 3), for enterprises with new asset investments of 1 billion yuan (inclusive) or more in planting, processing, cold chain logistics, etc., the provincial finance will provide a one-time reward and subsidy of 10% of the investment amount; for enterprises with new asset investments of 500 million yuan (inclusive) to 1 billion yuan, the provincial finance will provide a one-time reward and subsidy of 5% of the investment amount. Relevant prefectures and cities are encouraged to provide corresponding support to enterprises with new asset investments of less than 500 million yuan in planting, processing, cold chain logistics, etc.(Responsible units: Provincial Department of Finance, Department of Industry and Information Technology, Department of Agriculture and Rural Affairs, Bureau of Forestry and Grassland, Department of Commerce, Bureau of Market Supervision, Bureau of Investment Promotion, and relevant prefecture and city people's governments)


(III) Support the creation of green tea brands. Those who have won the title of "Top Ten Famous Teas" in Yunnan Province will be rewarded in accordance with relevant regulations. For bases with an area of more than 500 mu, which have been recognized as green food, organic agricultural products, agricultural products with geographical indications and geographical indication protection products by domestic and foreign certification institutions, the certification fees will be fully borne by the provincial finance.(Responsible units: Provincial Department of Finance, Department of Agriculture and Rural Affairs, Market Supervision Bureau, and relevant state and municipal people's governments)


New business entities that meet the requirements of the above items (1) to (3) can voluntarily apply on the Yunnan Provincial Financial Funds Support Market Entity Comprehensive Service Platform (website: http://222.172.224.40:8080).


(IV) Increase financial support. Encourage financial institutions to develop innovative products for the Yunnan tea industry and increase support for small and medium-sized enterprises. Encourage insurance companies to set up income insurance for green and organic tea production. Explore the organic collaboration model of "government, banks, insurance, guarantee, and enterprises" to build a composite financial policy support system for the Yunnan tea industry. (V) Strengthen support for major scientific and technological research projects. The relevant provincial departments and major tea-producing states and cities should strengthen coordination and cooperation around the overall requirements of promoting the green development of Yunnan's tea industry, formulate implementation plans, introduce supporting measures, refine goals and tasks, fulfill work responsibilities, and accelerate the green development of Yunnan's tea industry.
